Over 96% of manufactured goods are directly touched by the business of chemistry, making our membership an essential part of every aspect of our nation's economy. The PCC is an extension for our public and government affairs, since we help member companies to prevent any regulatory or policy measures that may restrict their freedom to function in Pakistan or further addon to their CODB (Cost of Doing Business) and EODB (Ease of Doing Business).

Functionality of our policy making division has been divided into following categories:

Chemical Categorization and Management

Promoting safe use of essential products of chemistry is a shared responsibility of manufacturers, the government and those who use or sell chemical products. Manufacturers and government must work together in:

  • Development, implementation and compliance of sound regulations for safe intended use
  • Enhancing scientist knowledge of safe use
  • Dissipating freely available safety information

We strive to instigate improvement in federal programs through initiatives complimenting the policies.  PCC working with international reputed organization such as ACC (American Chemistry Council) has developed Responsible Care® Product safety code for continuous improvement in chemical safety code & environment.

Energy Efficiency and Recovery

The chemistry products play vital roles in better energy efficiency and help save energy everyday, that maybe insulations/coolants/packaging. Chemistry is the major growth driver; being the pivot behind groundbreaking technologies for cleaner energy options.

PCC supports national energy strategy for energy efficiency that encompass both conventional such as natural gas, oil, natural, hydroelectrical, nuclear etc. and alternative sources such as energy recovery; consequently, attaining   economic and environmental goals. Plastics contain high energy content that by virtue of todays technologies (based on chemistry) can efficiently convert useful energy forms such as  electricity, fuels, gas (synthetic) or recycled for other products. This recovery helps in waste management to landfills. Energy recovery is swiftly becoming a pivotal source of clean renewable energy.

Trade Policy and Regulatory Engagement

PCC and its member chemical manufacturers support comprehensive and sensible trade policy solutions that help maximize our competitive advantage, grow our exports, and create jobs. Our  principles for a competitive trade policy (Import/Export/Manufacture) focus on:

  • Removing unnecessary tariffs
    • Simplification of Tariffs
    • Cascading of Tariffs
  • Reducing non-tariff barriers to trade
  • Engagement with World Trade Organization (WTO) to negotiate trade agreements, settle trade disputes, and work together to protect and enforce free and fair trade around the globe

Advocacy; Governmental & non-Governmental

One of main objectives of PCC is to present case(s) of its member community in front of policy boards for governmental/non-governmental organization. Consequently improving:

  • Ease of Doing Business (EODB)
  • Cost of Doing Business (CODB)

Taxation

PCC and its members strongly recommend comprehensive tax reform to bring in foreign investment, create local jobs and local manufacturer competitive on global level.

Our Objective of Tax / Monetary reforms are:

  • Prebudget discussions on reform for sale tax & income tax and impact on local manufacturer.
  • Recognition of local manufacturer and its contribution to job pool
  • Substantial income tax rate reduction to make the local manufacture competitive internationally.
  • Comprehensive & transitional rules allowing taxpayers to adjust to a new tax regime without financial dislocation, contraction, or reduction in jobs.

Environment and Climate Change

Many groundbreaking products are based on chemistry that protect the environment by reducing pollution, such as fuel additive, recyclable plastic packaging/scrubber in power plants. A 2009 study by McKinsey & Company found that products of chemistry twice reduce the carbon footprint than created making the product. This is the  innovative spirit at our own facilities through the Responsible Care® initiative that is voluntary (for time being) for all PCC members. Still there is more to be done and we continually keep on improving our performance. We also advocate cost effective laws/regulation encouraging groundbreaking technologies/skilled highly paid jobs.

Environmental Regulations

An establishment’s ability to hire, compete and innovate in the competitive global market relies heavily on regulatory system that don’t unnecessary create hurdles.

Security and Safety (Facility & Cyber)

Safety and security are a top priority for PCC members, including cybersecurity, because of their important role in our nation’s economy and their responsibility to their employees and communities.

Our efforts towards facility security include (but not limited to): 

  • Build on already in process effort to secure chemical facilities
  • Regulations should continue to require stringent security protocol facilities  without their ability to use chemical as intended for
  • Legislature should leave decisions regarding chemical substitution in the hands of facility operators who fully understand the ramifications—beyond security—of such complex decisions.

Furthermore, as part of our commitment under the Responsible Care® Security Code, PCC member companies must review cyber security vulnerabilities, implement safety measures, and provide adequate training & guidance to employees about the current and emerging threats.

Infrastructure (Transportation)

96% of all finished items are directly affected by the chemistry business. Several industries, including agriculture, communication, defense, energy, medicine &  transportation, use chemicals daily. Chemical manufacturers move their products in various ways including rail, road, and water to meet this constant demand for chemistry products.

A strong transportation network is important for advancing chemistry and our economy business. To do so, the PCC believes that the federal government should adopt policies that improve the efficiency of freight rail networks through market-based solutions and enhance our port and highway capacity, while benefiting national infrastructure projects from innovative, sustainable, and cost-effective solutions made possible through chemistry.

Everyone agrees that national infrastructure needs to be modernized. The PCC believes that smart, cost-effective solutions should be used to achieve this goal. To do so, ancient regulatory restrictions that the use of pre-determined materials should be eliminated and replaced by policies, which promote open competition that enables the selection and selection of the best materials for projects.
